The Neighbourhood Plan has now been examined by an independent Neighbourhood Plan Examiner. The Examiner’s report was issued on 18 November 2025 and required only limited changes to three of the planning policies in order that the Plan can proceed to Parish Referendum.
Neighbourhood Plan Examiner’s Report:
East Cambridgeshire District Council has issued a decision statement following the receipt of the Examiner’s report. This confirms the council is satisfied that, subject to applying the modifications recommended by the independent Examiner, the Neighbourhood Plan meets the basic conditions and other legal requirements, and will proceed to referendum.
The Neighbourhood Plan has been amended to reflect the requirements of the Examiner as well as bring it up-to-date and the Parish Referendum will take place on Thursday 12 February. The Referendum is organised and paid for by East Cambridgeshire District Council and run in the same way as an election.
Those residents of the parish that are on the Register of Electors are entitled to vote and will be asked to answer ‘Yes’ or ‘No’ to the following question:
'Do you want East Cambridgeshire District Council to use the neighbourhood plan for Witcham to help it decide planning applications in the neighbourhood area?’
If more than 50% of the turnout vote ‘Yes”, the District Council will be legally required to ‘make’ (adopt) the Neighbourhood Plan as part of its planning framework. This means the planning policies in the Plan will have to be taken into account when decisions on planning applications are taken.
